Within Terraria there are several NPCs that are unused for one reason or another.

These NPCs are functional, but do not appear at any time during regular gameplay. They can only be spawned in by use of a mod or with third-party server commands.

White Cultist Archer White Cultist Archer(Desktop, Console and Mobile versions)Internal NPC ID: 380 Appears to be a Blue Cultist Archer, but with clothes resembling the Solar Cultist costume.
The Torch God The Torch God (NPC)(Desktop, Console and Mobile versions)Internal NPC ID: 664 Although the event is present in the game, the NPC is unspawnable. Only exists for The Torch God bestiary entry.

Unused NPCs

These NPCs are incomplete, and cannot be spawned even with the use of mods. Various files or ID names may be present in code.

Exploding Snowman Exploding SnowmanInternal NPC ID: 146 Even though it is not used, it was resprited in 1.3.5. Internally referred to as "None3".
Mini Flow Invader Mini Flow InvaderInternal NPC ID: 408 Graphically identical to projectile ID 539, the projectile fired by Flow Invaders(Desktop, Console and Mobile versions).
DD2AttackerTest DD2AttackerTest(Desktop, Console and Mobile versions)Internal NPC ID: 547 Judging by the name, it was used by the developers to test something relating to the Old One's Army(Desktop, Console and Mobile versions) event. Has an image similar to the Angry Tumbler(Desktop, Console and Mobile versions).

These NPCs were in the game at some point, spawnable or not, but have since been removed for various reasons.

DeerclopsLeg DeerclopsLegInternal NPC ID: 669 (formerly) Introduced as an unspawnable NPC in 1.4.3 alongside Deerclops. Its ID was replaced by the Stinkbug in 1.4.4.
Mc MoneyPants Mc MoneyPantsInternal NPC ID: 1028 (formerly) Introduced as an NPC for the unimplemented Chinese New Year event. Mc MoneyPants had shared a quote with the Merchant and had a help button similarly to the Guide, which would crash the game.
Mythical Wyvern Mythical WyvernInternal NPC ID: 1029 (formerly) Also introduced for the unimplemented Chinese New Year event. The Mythical Wyvern had the same AI as normal Wyverns and would drop the Mythical set.

Unused projectiles

These projectiles exist in Terraria's files. They can only be spawned in by use of a mod or with third-party server commands. Various files or ID names may be present in code.

Mud Ball Mud BallInternal Projectile ID: 39 Leftover from 1.0.5, when Mud Blocks had a chance to fall, similarly to Sand Blocks and Silt Blocks. Its image looks like a recolored Dirt Ball.
Projectile_457 Phasic Warp EjectorInternal Projectile ID: 457 Has same texture as Phasic Warp Ejector.
Projectile_458 Phasic Warp DiscInternal Projectile ID: 458 Likely shot from Phasic Warp Ejector.
Projectile_624 StarburstInternal Projectile ID: 624 Likely scrapped from the Stardust Guardian.
Projectile_871 Split Shot CoreInternal Projectile ID: 871 Likely a scrapped attack from Empress of Light.
