On the  Old-gen console version and Nintendo 3DS version, if the Arms Dealer is killed, he will only respawn if the requirements are met, which is an available vacant house and the player has at least one bullet or bullet-firing gun in their inventory.

He also cannot defend himself against enemies.

Interaction quotes

After Skeletron has been defeated, but the Wall of Flesh has not: "I heard there is a doll that looks very similar to <name of Guide> somewhere in the underworld. I'd like to put a few rounds in it." If there is no Guide, no name will show up where the Guide's name should be.
