Can no longer obtained in Expert mode? (Desktop, Console and Mobile versions)

I experimented on the latest Desktop version and found that hardcore players can no longer obtain this item from Eye of Cthulhu Treasure Bags, both obtained by themselves or given by other players (which consequently means it can only be obtained by defeating Eye of Cthulhu in Master mode now). Since I have never heard of this change from anywhere, I'm not sure whether I got everything right.
