Best Modifier Possible?

I can only seem to get "Godly" for any staff that isn't Ruby/Diamond. Is it because the other staffs (Topaz/Amethyst/Emerald/Sapphire) use so little mana already that "Mythical" is impossible, as it would grant a decrease in mana cost equivalent to -33% (or -25% for Emerald/Sapphire), when the best modifiers only give -20% at best? (ie Amethyst Staff has a base mana cost of 3, and any reduction, ie to 2 mana cost, would be a 33% decrease)
