Through blocks

I don't think the notes contradict each other, they simply inform that the weapon's projectiles behave differently below or above the ground. I'm guessing the real factor is whether a projectile is created within a foreground object or not. If it is, it won't shatter instantly although impact with foreground objects do, but instead continue though such objects (such as a layer of dirt) until it falls through air and then shatter upon impact. I'm sorry, but without further clarification, bullets 1 and 3 contradict each other. "The Blizzard Staff can only be effective when used on the surface, since the projectiles do not go through blocks" "Projectiles fired underground go through blocks" It may be correct with further clarification, but as it stands, it only serves to cause confusion. 70.215.193.18
