Tombstones

I suspect that as of 1.4.0.1, ghosts spawn when a tombstone is broken. Could someone verify this for me? 24.217.154.157 15:15, 17 May 2020 (UTC)

Do these only spawn after the first time you break a tombstone?

Spawning underground

I've noticed that in my world, ghosts sometimes spawn i nthe underground despite it being neither halloween nor me having broken any gravestones recently, and no graveyard biome exists within the world. This only happens in the very upper underground layer from what I have noticed, it has only happened in the early game so far, and seems to have subsided, or i may not have given them the chance to spawn ever since i built my hellevator.
