Not able to use, until after natural occurrence of event

I fulfilled all the conditions required to call the goblin army, but I was unable to use it. Or rather I was able to use it, but nothing happened. My character briefly showed the standard before him and then nothing... Once the event happened naturally, I was able to use the standard like normal --46.5.16.46 18:06, 24 April 2017 (UTC)
