can people please stop adding extreme stretch trivia? generic words and names like "sparkle" and "dazzle" are just generic, they aren't references

No solid evidence of Party Girl being based off of MLP. When you show me convincing evidence, we can talk. First of all, please sign your talk page posts with four of these: ~ It's usually in the top left corner of the keyboard, next to the 1 key. If you have an unusual keyboard arrangement and it's not, please copy mine and paste it four times.

Secondly, the pink color scheme in combination with her highly improbable, mechanically difficult hairstyle which happens to be nearly identical to the highly improbable, mechanically difficult hairstyle of a pink-themed character from another media - one that's gained wide popularity on the internet, at that - is extremely unlikely to be coincidence.

I have readded the trivia; on further review of the page's history, you are right that it's a little out of line and disproportionate to other "reference" type trivia to give it its own SECTION. We already do have an edit war given how many edits were in last days adding and removing that trivia, with some vandalism sprinkled in places. The problem is that nobody wants to be rational and actually go ask Red if Party Girl was a deliberate Pinkie Pie reference somewhere where it can be linked, and everyone I asked says that, quote, 'Red said he added numerous MLP references in 1.2', nothing specific. Party Girl possibly doesn't actually drop happy grenades?

Spawn Conditions

Official spawn conditions stated as 14 other NPCs. I managed to get her to spawn with 12 (all pre-skeletron NPC's). A few of the temporary NPCs also count toward this total. It's possible to get her to appear before fighting Skeletron, and you were deep enough underground for a Skeleton Merchant to appear. Gearzein (talk) 23:12, 27 July 2015 (UTC)

The temporary NPCs are actually excluded from the count as of 1.3.0.1, so I can't really explain this other than to say maybe you miscounted? Maybe a couple of NPCs werethere but wandering around the spawn outside of your Houses, or something. Or there could be a bug. I don't have enough info to really say. Old post, but there's some truth to it. I just experienced something similar. I had 12 NPCs, killed the Queen Bee, morning came, Traveling Merchant arrived and then the Party Girl spawned. Either the requirement was fulfilled by the Traveling Merchant or the yet to spawn Witch Doctor. If some solid stuff about this is found, plz write it up both here and on the NPC page. If this happened to you on  Desktop 1.3.5.3, that is entirely possible. Both the Old Man and the Traveling Merchant count towards the required total of 14 NPCs. This means that you might only have 12 NPCs in your houses, maybe still missing the Witch Doctor, Clothier, and Mechanic, and still have the Party Girl spawn if a Traveling Merchant is present. Note that the Skeleton Merchant does not count towards the total.

This information is from the Desktop 1.3.5.3 source code and I cannot provide any information about other platforms or versions. Music Toggle

I can confirm that the music dialogue option for the Party Girl does not appear if you have not visited the easter egg world (a world with the seed 05162020)

I am unsure whether you need to select the music option in dialogue in the easter egg world, or whether simply creating or visiting the world would suffice

I can also confirm that this is not tied to player, as a brand new character made later still had the option on a different world

Anon here to confirm that all you need to do is create the Easter Egg world 05162020 to unlock the Music Option for Party Girl. I just made the world, didn't enter it, and entered the non-Easter Egg world and the option to change the music was there.
