Interface administrators are users that are trusted, besides administrators, to edit pages in the MediaWiki namespace, which mainly includes text that is part of the wiki interface (i.e. almost everything outside of article content), but notably also CSS pages (e.g. MediaWiki:Common.css, the wiki's main stylesheet) and JavaScript pages (e.g. MediaWiki:Common.js, the wiki's main script).
