Notes:	Prevent new editors (fewer than 5 edits or account created less than 7 days ago) from creating new mainspace pages. Translation project pages (any page title containing a slash) are exempt from this. New mainspace pages aren't created often, definitely not by completely new editors. A lot of spam accounts have been creating advertising pages in mainspace recently. This filter is currently disabled because the new 1.4.4 content requires numerous new pages.
