Less Common Banner?

I've created several 1.2 worlds, but I've yet to see a single Helltower Banner in the Underworld. I've found plenty of the other 5 underworld banners though. Is this one simply less common or is there buggy coding for probability during world generation? 173.228.18.15 03:26, 6 November 2013 (UTC)
