they changed it, this now counts as walls for npc housing. I had houses I invalidated with a strip of 5 fence, worked fine for the longest time. recently an npc popped in and claimed the house. knocked out the fencing and it goes invalid again.— Preceding unsigned comment added by 158.65.242.28 at 08:40, 6 May 2014 (UTC)

I can confirm this is true after testing in-game (as of version 1.2.4) with Lead Fence. It worked with Wood Fence as well (as you suggested), so I guess all fence types can now be used for NPC housing. NoseOfCthulhu (talk) 03:53, 10 May 2014 (UTC)
