Top speed testing results using Stopwatch on ver. 1.4.2.3:

No gear: 15 mph

Moon Lord Legs and no other gear: 20 mph

Spectre Boots with no other gear OR with MLL: 30 mph

Terraspark Boots and no other gear OR with MLL: 34 mph

As you can see, MLL provides a top speed boost, but only if the player does not have speed boots equipped. The speed boots' top speed bonus is not further increased by MLL. (MLL top speed is "overridden".)

This could have niche applications in mid/late game if the player wants a certain set of accessories and doesn't want to sacrifice a slot for their boots - maybe there is a boss (or event enemies) that is just slow enough that MLL's 20 mph can suffice, and the player wants an aggressive loadout.

However, MLL does provide a noticeable acceleration boost! This can help a player with speed boots reach top speed faster. There are better options for accelerating to top speed: Shield of Cthulu, Master Ninja Gear, and the grapple trick.

If someone wants to type this out nicely on the main page, that would be awesome.
