What is this?

It doesn't seem to be in use anywhere. It could be useful, but very sparingly. Everyone tends to think that the note or tip they post is important and I could see something like this getting over-used once it's known. Equazcion ^(talk) 18:11, 2 Dec 2016 (UTC)
