I'm not sure I completely understood your question on my talk page.

1. We ask that every article on the Main Page is translated.
2. Once that is done, you need to choose the names of 3 users to become bureaucrat and adminstrators
3. We will create a subdomain for you.
4. Once you have your subdomain, you can move around the articles as you want.
