The Flaming Mace attacking Target Dummies.

The Flaming Mace is a pre-Hardmode flail. It has a 1/6 (16.67%) chance to inflict the On Fire! debuff on hit. While the player is in water or the flail's head is submerged, the fire is extinguished and the weapon effectively becomes a regular Mace.

Its best modifier is Ruthless. Godly and Demonic may give higher crit chance, but rounding causes Ruthless to have much higher damage for this weapon.
